Try local parks, all you should need is a permit. Maybe an hourly fee. Have a 1-2pm wedding. Use a deli as your caterer, and have unlimited hour' derves. Deli's are great for that.
Also, if possible, if you want an indoor wedding. Consider a monday night, they are the cheapest day.

I am not sure where you live but if you have any nights of columbus rooms in your neighborhood they are very cheap.
You could also make the food yourself and decorate yourself. You could take coffee and vegtable cans cut off the tops cover the can with brown paper or twigs tie a bow around it a put white daisys or any type of babys breath in them, also if you have any 99cent stores in your area you could get little cups and put rocks in them with some votive candels. (they come 12 for 99cents.) If you dont have any cheap rooms in your area try to find a place that means something to you. Perhaps the place you met.
