Is it okay to invite some guests only to the reception and not the ceremony?

There are several reasons why couples decide to invite some guests only to the reception and not the ceremony. Oftentimes couples want to get married in a small church or just have an intimate ceremony with their closest loved ones, yet they still want to celebrate the party with all their friends. This is perfectly fine. Most guests understand this and are probably more interested in attending the reception anyways. One way to do this is to create reception invitations for all your guests. Then on a separate little card make an invitation to the ceremony. Just drop those cards into the envelopes of the guests you want attending the ceremony.
